William Tyler McGhee,
Project Director

Mr. William Tyler McGhee is a member of the Poarch Band of Creek Indians of Atmore, Alabama. Mr. McGhee has a Bachelor of Science in Business Administration and Marketing from Troy State University in Troy, AL. Mr. McGhee is married and has a son. Mr. McGhee has worked with Tribal Governments in the area of administrative management. Most recently, Mr. McGhee served as the Tribal Priority Allocation (TPA) Funds Projector Coordinator for the United South and Eastern Tribes, Inc. (USET) of Nashville, TN. In that capacity his most notable accomplishment was being able to serve as the team leader in formulating, planning, designing and organizing the redistribution methodology of TPA funds under the Bureau of Indian Affairs for the Eastern Region to the regional tribes. Mr. McGhee has worked with the Poarch Band of Creek Indians of Alabama as a member of their Gaming Board. As a member he assisted with overseeing the Poarch Band of Creek Indians Bingo Palace operation and their drive to secure a Class III gaming compact with the State of Alabama.

Mr. McGhee's goals are to focus on helping Native American reservations and communities grow economically through new business and the continuing growth of existing businesses.



Jeanne Turner,
Procurement Consultant


M. Turner retired from the U.S. Federal Government with 34 years service. Her experience extends from various positions in administration, first-line supervision and management to that of a small business owner. Her training in many program areas both in the Federal Government and the private sector are well suited for counseling small businesses. While her expertise favors the contracting and procurement field, she has developed an overall perspective of business from positions held in many areas which include Comptroller & Finance, Supply & Inventory, Personnel, Training, Business Development, Hotel Convention Services, Small Business Advocacy and Socio-Economic programs.

Her last nine years with the Federal Government were spent as a Procurement Center Representative with responsibility to review the small business programs of assigned Federal Agency Contracting Offices and to counsel small businesses in marketing and selling strategies in the Federal procurement arena including subcontracting opportunities with large prime contractors. She was also responsible for oversight of the SBA Women's Business Ownership program for an eight-state region.

Ms. Turner's goals continue to be that of service to small business and to assure that the Native American Indian small businesses are given adequate opportunity to compete in the government marketplace.

Ms. Turner is originally from Biloxi, Mississippi, and now resides in Cumming, Georgia.
